John H. Thomas is a senior public-sector governance, finance, and compliance advisory professional with more than 30 years of experience working inside and alongside Philadelphia and Pennsylvania government. He is the former Deputy City Controller for the City of Philadelphia, where he led the Pre-Audit Division responsible for reviewing and approving all City expenditures — including hundreds of millions of dollars annually in capital and infrastructure spending. In that role, he oversaw payment review, contract compliance, change order approval, and internal controls across City agencies, and reviewed OEO participation documentation on publicly funded contracts. Today, as Managing Principal of Browntown Group LLC, John advises public owners, prime contractors, developers, nonprofits, and public agencies on capital program governance, participation compliance, procurement strategy, and public funding navigation in highly regulated environments. His work spans three compliance frameworks: Philadelphia OEO (City contracts and City-subsidized projects), Pennsylvania BDISBO/SDB (Commonwealth contracts via DGS), and Federal DBE (IIJA-funded infrastructure).
